Um apelo aos Presidentes e Chefes de Governo dos países membros da OTAN

De acordo com numerosos relatórios concordantes, a central nuclear de Zaporizhia (Enerhodar) está repleta de minas e explosivos. Mais especificamente, de acordo com os serviços secretos ucranianos, o exército russo colocou explosivos em quatro das seis unidades da central.

Além disso, o mundo acaba de testemunhar a perda de vidas humanas, incluindo a de soldados russos, bem como a destruição de infraestruturas e de um vasto ecossistema, na sequência da explosão da barragem de Kakhovka pelas forças russas de ocupação.

A explosão desta barragem é apenas mais um episódio da estratégia das autoridades políticas e militares da Federação Russa para aterrorizar a população e destruir sistematicamente as infraestruturas civis da Ucrânia.

Tendo em conta o total desrespeito de Moscovo pela vida humana, os países da OTAN devem antecipar a possibilidade de as autoridades russas incluírem na sua estratégia militar para a Ucrânia um acidente nuclear na central nuclear de Zaporizhia.

Como salientaram os senadores norte-americanos Richard Blumenthal e Lindsey Graham, uma explosão no complexo nuclear de Zaporizhia, ou um grande incidente na sequência de uma interrupção do sistema de arrefecimento, resultaria numa grande catástrofe para a Ucrânia e para os Estados da região, incluindo vários Estados-membros da OTAN.

A fim de evitar tal ameaça, a Federação Russa deve ser convidada a:

Retirar imediatamente todas as suas forças militares da central de Zaporizhia;

Levar a que os militares russos, sob a supervisão de peritos das Nações Unidas, neutralizem todo o material explosivo e quaisquer outras armas no perímetro da central nuclear;

Garantir aos membros da Agência Internacional da Energia Atómica (AIEA) um acesso livre e permanente à central.

Na ausência de uma resposta positiva e rápida por parte das autoridades russas, pedimos à OTAN que tome todas as iniciativas necessárias, incluindo iniciativas militares, para que as autoridades russas compreendam que, para a Aliança Atlântica, esta é uma linha vermelha a não ultrapassar. Das Atomkraftwerk Saporischschja (Enerhodar) ist nach übereinstimmenden Berichten mit Minen und Sprengstoff präpariert. Der ukrainische Geheimdienst berichtet, dass die russische Armee Sprengstoff in vier der sechs Blöcke des Kraftwerks platziert hat.

Darüber hinaus wurde die Welt gerade Zeuge des Verlustes von Menschenleben – auch unter russischen Soldaten –, der massiven Zerstörung von Infrastruktur und eines riesigen Ökosystems nach der Sprengung des Kachowka-Staudamms durch die russischen Besatzungstruppen.

Die Sprengung des Staudamms ist nur eine von vielen Episoden in der Strategie der politischen und militärischen Führung der Russischen Föderation, die Bevölkerung zu terrorisieren und die zivile Infrastruktur der Ukraine systematisch zu zerstören.

Angesichts der Tatsache, dass Moskau keine Rücksicht auf Menschenleben nimmt, müssen die NATO-Staaten der Möglichkeit vorgreifen, dass die Behörden der Russischen Föderation einen Atomunfall im Kernkraftwerk Saporischschja in ihre Militärstrategie in der Ukraine einbeziehen.

Wie die US-Senatoren Richard Blumenthal und Lindsey Graham betonten, würde eine Explosion im Atomkomplex Saporischschja oder ein größerer Zwischenfall aufgrund einer Unterbrechung des Kühlsystems zu einer großen Katastrophe für die Ukraine und die Staaten in der Region, darunter viele NATO-Mitglieder, führen.

Um eine solche Bedrohung abzuwenden, sollte die Russische Föderation aufgefordert werden,

– alle Soldaten, die sich auf dem Gelände des Kraftwerks Saporischschja befinden, unverzüglich abzuziehen;

– das russische Militär unter Aufsicht von Experten der Vereinten Nationen alle Sprengstoffe und sonstigen Waffen auf dem Kraftwerksgelände unschädlich machen zu lassen;

– den Mitgliedern der Internationalen Atomenergie-Organisation (IAEO) freien und ständigen Zugang zum Kraftwerk zu gewähren.

In Ermangelung einer positiven und raschen Reaktion der russischen Behörden fordern wir die NATO auf, alle notwendigen Initiativen zu ergreifen, auch militärische, um den russischen Behörden klar zu machen, dass dies eine rote Linie für das Atlantische Bündnis darstellt. Lire la suite →

According to numerous concordant reports, the Zaporizhia nuclear power plant (Enerhodar) is riddled with mines and explosives. More specifically, according to Ukrainian intelligence services, the Russian army has placed explosives in four of the six units at the plant.

In addition, the world has just witnessed the loss of human life, including among Russian soldiers, and the destruction of infrastructure and a vast ecosystem following the blasting of the Kakhovka dam by the Russian occupying forces.

The explosion of this dam is just another episode in the strategy of the political and military authorities of the Russian Federation to terrorise the population and systematically destroy Ukraine’s civilian infrastructure.

In view of Moscow’s complete disregard for human life, NATO countries must anticipate the possibility that the Russian authorities will include a nuclear accident at the Zaporizhia power station in their military strategy for Ukraine.

As US Senators Richard Blumenthal and Lindsey Graham have pointed out, an explosion at the Zaporizhia nuclear complex or a major incident following an interruption in the cooling system would result in a major catastrophe for Ukraine and the states in the region, including a number of NATO member states.

In order to avert such a threat, the Russian Federation should be invited to:

– Immediately withdraw all its soldiers from the site of the Zaporizhia power plant;

– have the Russian military, under the supervision of UN experts, neutralise all explosive material and any other weapons on the site of the power station;

– guarantee free and permanent access to the plant for members of the International Atomic Energy Agency (IAEA).

In the absence of a positive and rapid response from the Russian authorities, we ask NATO to take all necessary initiatives, including military ones, to make the Russian authorities understand that this is a red line for the Atlantic Alliance. Lire la suite →

Apel do Prezydentów i Szefów rządów państw członkowskich NATO

Według licznych, zgodnych ze sobą informacji, elektrownia jądrowa w Zaporożu (Enerhodar) została wypełniona minami i materiałami wybuchowymi. Ściślej mówiąc, według ukraińskich służb informacyjnych, wojska rosyjskie umieściły materiały wybuchowe w czterech z sześciu jednostek elektrowni.

A przecież całkiem niedawno świat patrzył na umieranie ludzi, w tym żołnierzy rosyjskich, na ogromne zniszczenia infrastruktury i obszernego ekosystemu po wysadzeniu przez rosyjskie wojska okupacyjne zapory w Nowej Kachowce.

Zniszczenie tej zapory jest jedynie którymś z kolei epizodem w strategii politycznych i wojskowych władz Federacji Rosyjskiej, mających na celu terroryzowanie ludności i systematyczne niszczenie cywilnej infrastruktury Ukrainy.

Wobec tego braku wszelkiego poszanowania życia ludzkiego ze strony Moskwy, kraje NATO muszą wziąć pod uwagę możliwość, że władze Federacji Rosyjskiej włączą do swojej strategii wojskowej na Ukrainie wypadek jądrowy w elektrowni zaporoskiej.

Jak podkreślają amerykańscy senatorzy Richard Blumenthal i Lindsey Graham, wybuch w kompleksie jądrowym Zaporoża lub większy incydent spowodowany przerwaniem systemu chłodzenia spowodowałby ogromną katastrofę dla Ukrainy i państw tego regionu, w tym wielu państw członkowskich NATO.

Aby zapobiec takiemu zagrożeniu, należałoby skłonić Federację Rosyjską do:

– natychmiastowego wycofania wszystkich żołnierzy obecnych w rejonie elektrowni w Zaporożu;

– przystąpienia rosyjskich wojskowych, pod nadzorem ekspertów ONZ, do neutralizacji wszelkich materiałów wybuchowych i wszelkiego innego uzbrojenia znajdującego się na terenie elektrowni;

– zagwarantowania swobodnego i stałego dostępu do elektrowni członkom Międzynarodowej Agencji Energii Atomowej (MAEA).

W przypadku braku pozytywnej i szybkiej reakcji ze strony rosyjskich władz, prosimy NATO o podjęcie wszelkich niezbędnych inicjatyw, w tym wojskowych, aby uświadomić rosyjskim władzom, że jest to czerwona linia dla Sojuszu Atlantyckiego. Lire la suite →
