Ukraine and the need to overcome European illusions

There are persistent untruths, such as the one according to which a revision of the Treaties would suddenly become indispensable with the forthcoming enlargement of the European Union to include Ukraine, Moldova and the Balkan countries.

This is to overlook the fact that the EU was unable to foresee, let alone prevent, the massive invasion of Ukraine by the Russian Federation on 24 February last year. With the exception of the United Kingdom, which has since departed, this is the same Union that acknowledged – if not formally 1, at least de facto – the annexation of Crimea and the latent incorporation of the self-proclaimed republics of Donetsk and Luhansk by the Russian Federation. It was a good deal – too good to be true. The supply of 12 conventionally powered submarines to Australia, a contract worth nearly € 55 billion, half of which seemed set to go to France’s Naval Group. Australia cancelled the contract, purely and simply, in favour of acquiring nuclear-powered submarines from the United States and the United Kingdom. “Betrayal”, “stab in the back”, “attempt to eliminate the French defence industry”, “strategic break”, “slap in the face for France”, “breach of trust”, recall of ambassador, and so on. Jean-Yves Le Drian, France’s foreign minister, was the most melodramatic, describing the USA and Australia as “former partners”. 1 Lire la suite →

Die französische Ausnahme, Mythos oder Wirklichkeit?

Nach dem gemeinsamen Appell des spanischen Ministerpräsidenten Pedro Sanchez und seines niederländischen Amtskollegen Mark Rutte im März 2021 sprach sich jetzt auch der deutsche Außenminister Heiko Maas für die Abschaffung von Einstimmigkeitsentscheidungen in der Außenpolitik aus. Das rief zahlreiche Reaktionen hervor. Diejenige des französischen Journalisten Jean Quatremer 1 ist in verschiedener Hinsicht interessant. Erstens, weil er seit mehr als 30 Jahren in der linksliberalen französischen Tageszeitung Libération über Europafragen schreibt und sich bis vor Kurzem auch in seinem Blog „Les Coulisses de Bruxelles“ an eine breite französischsprachige Öffentlichkeit und an den Brüsseler Mikrokosmos wandte. Zweitens aber vor allem, weil sie von einem Journalisten stammt, den man nur schwer als Gegner des Aufbaus Europas bezeichnen kann. Für uns ist seine Reaktion daher besonders emblematisch für ein typisch französisches Phänomen, das bei weitem kein Privileg von Erben des Gaullismus und Souveränisten jeglicher Couleur darstellt und auch nicht den Eliten vorbehalten ist: die französische Ausnahme. The French exception: myth or reality?

After the joint statement in March 2021 by Pedro Sanchez and Mark Rutte, the Spanish and Dutch prime ministers, it is now the turn of Heiko Maas, the German foreign minister, to speak out in favour of abolishing the unanimity rule in foreign policy. There has been no shortage of reactions. One of them, from Jean Quatremer 1, was interesting in several respects. Firstly, because the author has been reporting on European issues for more than thirty years to the readers of Libération and, until recently, through his blog “Les Coulisses de Bruxelles” – to a large French-speaking audience as well as to the Brussels microcosm. Secondly, and above all, because Jean Quatremer can hardly be described as an opponent of European integration. It therefore seems to us to be particularly emblematic of a reflexive French idea, one not limited to the heirs of Gaullism and sovereigntists, nor simply to elites – that of the French exception. El pasado 15 de noviembre, Die Welt informó acerca de la iniciativa de los miembros del Partido Socialdemócrata de Alemania (SPD) para la creación de un 28º ejército europeo: un Ejército común europeo.

A diferencia de los que consideran que «hemos conseguido crear una Defensa europea, aunque pareciera impensable», Fritz Felgentreu y sus colegas creen que a Europa le queda aún mucho por hacer y ofrecen un esbozo de lo que podría ser. La primera característica de su propuesta es, indiscutiblemente, establecer una ruta concreta que permita a la Unión Europea crear una soberanía común de la defensa de los 27 Estados miembros, un tema especialmente delicado. Su propuesta es un ejército común y «comunitario», es decir, que provenga de las instituciones europeas, constituido por soldados europeos en lugar de contingentes de los ejércitos nacionales. Además, incuestionablemente, debe ser no solo compatible, sino también complementario del enfoque de la defensa de Europa articulado conforme a los ejércitos nacionales y a la OTAN, como recientemente estipuló con vehemencia la ministra alemana de Defensa Annegret Kramp-Karrenbauer durante su discurso en la Universidad de la Bundeswehr de Hamburgo.
