The People’s Republic of China’s rise in economic, technological and military power and at the same the time, the transformation of its regime from authoritarian to totalitarian is the first threat to the free world and therefore to Europe in terms of preserving a global environment based on freedom (and freedoms).

The second is the strengthening of the Russian Federation’s power to destroy and destabilise, a power which does not translate so much into a new military threat to the Union since the NATO cooperation, which is important and strategic, has been renewed. But rather it has a very strong capacity to harm the interests of the European Union (and its member States) not only in its immediate vicinity, notably in Ukraine, Belarus, the South Caucasus, the Middle East and the Maghreb, but also in Africa. El pasado 15 de noviembre, Die Welt informó acerca de la iniciativa de los miembros del Partido Socialdemócrata de Alemania (SPD) para la creación de un 28º ejército europeo: un Ejército común europeo.

A diferencia de los que consideran que «hemos conseguido crear una Defensa europea, aunque pareciera impensable», Fritz Felgentreu y sus colegas creen que a Europa le queda aún mucho por hacer y ofrecen un esbozo de lo que podría ser. La primera característica de su propuesta es, indiscutiblemente, establecer una ruta concreta que permita a la Unión Europea crear una soberanía común de la defensa de los 27 Estados miembros, un tema especialmente delicado. Su propuesta es un ejército común y «comunitario», es decir, que provenga de las instituciones europeas, constituido por soldados europeos en lugar de contingentes de los ejércitos nacionales. Además, incuestionablemente, debe ser no solo compatible, sino también complementario del enfoque de la defensa de Europa articulado conforme a los ejércitos nacionales y a la OTAN, como recientemente estipuló con vehemencia la ministra alemana de Defensa Annegret Kramp-Karrenbauer durante su discurso en la Universidad de la Bundeswehr de Hamburgo. A Union or the sex of angels

On 15 November last, Die Welt reported on the initiative of SPD members of the Bundestag for the creation of a 28th European army: a Common European Army.

Contrary to others who believe that the “Europe of Defence, which we thought unthinkable, we have done it”, Fritz Felgentreu and his colleagues consider that Europe still has a lot to do, and they provide a concrete outline of a way forward. The first merit of their proposal is doubtless that it shows unambiguously how the Union might achieve a real sharing of sovereignty in a particularly sensitive area, that of the common security of the 27. Their scenario proposes that this army should be common and “community-based”, meaning that it should come under the authority of the Union’s institutions and comprise European soldiers and not contingents from national armies. Another undeniable merit of their proposal is that it is both compatible with, and complementary to, an approach to European defence based on national armies and NATO membership, an idea brilliantly restated by German Defence Minister Annegret Kramp-Karrenbauer in her recent speech at the Bundeswehr University in Hamburg. European security: an abiding illusion and the needs of our time

High tensions between Greece and Turkey, chaos in Libya, the Syrian tragedy, annexation of the Crimea, occupation of the Donbass by Russia and its accomplices, state failure in the Sahel, Beijing’s creeping annexation of the South China Sea, the accelerating neo-Stalinist transformation of the Chinese regime, the proliferation of cyber attacks – all constitute threats to the security of the European Union.

At the same time, in spite of real political problems (the level of defense spending in its member states, the Turkish question, the USA’s shift in strategic priority towards the Pacific, etc.), the North Atlantic Treaty Organization continues to represent, with the armies of its member states and under American leadership, the central and essential component in the defense of the European continent. La seguridad europea: el presente de una ilusión y las necesidades de nuestra época

Las fuertes tensiones entre Grecia y Turquía, el caos en Libia, la tragedia siria, la anexión de Crimea, la ocupación de Donbás por Rusia y sus cómplices, la decadencia estatal en el Sahel, la anexión progresiva e insidiosa del “mar de la China Meridional” por Pekín, la aceleración de una transformación del régimen chino orientada hacia el neoestalinismo y la multiplicación de los ataques cibernéticos constituyen, entre otras, suficientes amenazas para la seguridad de la Unión Europea.

Por otra parte, a pesar de los problemas políticos reales (el nivel de gasto en lo referente a la defensa de sus Estados miembros, la cuestión turca, el vuelco hacia el Pacífico de las prioridades estratégicas estadounidenses, etc.) la Organización del Tratado del Atlántico Norte (OTAN), con los ejércitos de sus Estados miembros y bajo el liderazgo estadounidense, sigue constituyendo un eje hoy en día insuperable de la defensa del continente europeo.
